A flotilla of Earthforce ships arrives at B5 to prepare for a top-secret raid on the planet Akdor, which has not only requested aid from Earth to quell a civil war, but is also conveniently close to Narn and Centauri territories in the event Earth should take a more active role in the emerging war. 25,000 Earthforce Marines are billeted at the station for a few days awaiting their mission – of which they know nothing – and they wreak havoc, crowd the station crew, start bar brawls, and threaten Delenn, among other things. Not all of the ground-pounders are bad, as one falls for Garibaldi, and an odd couple of a seasoned veteran and a rookie befriend Lt. Keffer. The man leading the GroPos into battle is General Richard Franklin, a distinguished Earthforce soldier who hopes to spend his entire stay at B5 avoiding his estranged son.

Ships belonging to various races have been disappearing in B5’s vicinity, and Sheridan decides to check the area out personally, despite the imminent arrival of General Hague, a member of Earthforce’s Joint Chiefs of Staff. At the same time, Delenn has been summoned to a meeting of the Grey Council to determine whether she merits membership in that body after her metamorphosis. Sheridan is captured by a large, organic-looking vessel whose occupants do not show themselves, but simply conduct experiments on their prisoners, testing their endurance and their potential threat. Sheridan manages to free a Narn captive from the aliens’ influence, while on B5 General Hague and Ivanova prepare to mount a rescue. Delenn has been dismissed from the Grey Council, but is allowed to continue her role as the Minbari ambassador to B5 – and she has the key to retrieving Sheridan.

B5 becomes the site of an intense manhunt when special government agents from Earth arrive in pursuit of a refugee who was a personal physician of the late President Santiago. A member of General Hague’s patriot underground contacts Sheridan in private and reveals that the real reason Dr. Jacobs is being hunted down is that he has evidence that the then-vice-president was not at all sick when he claimed to be too ill to follow Santiago on the tour which ended with the destruction of Earthforce One. Muddying the waters even further, Sheridan asks Garibaldi and Franklin to go undercover and find Jacobs themselves, but they only discover that the elderly doctor has wandered into even more trouble DownBelow. During all of this, Sheridan notices that the once-reclusive Ambassador Kosh is now watching him very, very closely.

An ISN reporter with a camera crew in tow makes a visit to B5 to observe 36 hours in the station’s life. What they’re not counting on is a sudden escalation of the hostilities between the Narn and Centauri immediately outside of the station which will ultimately result in the first Earth Alliance shots fired in the war, a possible first step in the human race becoming more involved with the conflict. As Sheridan and the other races’ representatives grapple with the increasing bloodshed, a journalist is occasionally getting in the way, just looking for a good story. A Markab ship turns up derelict, all of its passengers and crew dead of an unspecified illness. Dr. Franklin, who happens to be investigating a slightly higher death rate among the Markab on the station, can’t seem to get his Markab medical colleague to reveal any reason for the increased mortality rate. When the Markab begin dying in greater numbers, however, Franklin discovers that a highly contagious disease is spreading which threatens to render the Markab extinct. The Markab themselves have known of isolated cases of this disease for some time, having accepted it as judgment upon the sinful, but now it’s judgement day for the entire species. Franklin races to devise an antidote, but when the Markab disease jumps species, it appears his efforts may be in vain.

Londo has been recalled to Centauri Prime for consultations on the war effort. Current plans call for allowing the Narn to direct their entire fleet toward the Centauri supply planet as the bulk of the Centauri fleet converges on the Narn homeworld – and Refa expects Londo to deploy his “associates” to defend the Centauri supply world. In the meantime, Sheridan and Delenn are contacted by Draal, the Minbari who took over custodianship of the buried technological treasures of Epsilon 3. He wishes to pledge his allegiance to Sheridan in the coming war, even though Sheridan himself is still uncertain what role he will play in that conflict. The Narn fleet, led by G’Kar’s uncle, attacks the Centauri supply base only to be wiped out by the Shadows, who appear to be gaining more strength with each appearance. In the meantime, a Centauri fleet – one of whose ships carries Londo as a first-hand observer – begins bombarding Narn with mass drivers, laying the entire planet to waste. The nation of Narn again falls to its knees at the whim of the Centauri Republic.

Delenn is summoned by Kosh, who cryptically informs her that he has called for an inquisitor from the Vorlon homeworld, an interrogator who will determine Delenn’s true allegiances and motivations in her preparation for the coming war. Sheridan greets the visitor, who presumably will be another Vorlon – though the newcomer turns out to be human. And not just any human, but a human from the 19th century who claims to have been whisked away from Earth by the Vorlons. The interrogation of Delenn begins, and turns out to be a far more brutal affair than expected as Sebastian tortures her for what he deems “inadequate” answers to his very ambiguous, nearly metaphysical questions. While Delenn barely endures the test she does not understand, G’Kar is quietly struggling to maintain control of the Narn on the station, who are pooling all their resources to build an underground resistance on the conquered Narn homeworld. Finally, Sheridan interferes in Delenn’s inquisition – and his intervention has been anticipated.
